It's time to jump in!
The City of Delta is replacing the Winskill Aquatic & Fitness Centre (Winskill) with a new facility that will offer improved and expanded amenities to meet the growing needs of the community. Residents are invited to get involved in the design of the new facility through the City’s engagement program. Here are key activities completed to date:
March 11, 2024 - Council reviewed options to renovate or replace the aging Winskill Aquatic and Fitness Centre and endorses recommendation to build new based on cost and technical analyses. Council also directs staff to undertake an engagement program to invite input on key features of the new facility, possible locations for the facility in the park as well as support for a fourth ball diamond. May 8, 2024 - The City announces the commencement of the first phase of engagement in a press release and begins advertising of opportunities to learn more and share feedback. In total, the City held six events that were open to area residents and the public plus another 22 scheduled meetings with targeted groups including aquatic user groups, field user groups, disc golf players, BGC South Coast, equity-deserving groups, local high schools and elementary schools, Kin Village and more. Feedback was collected online between May 7 and June 16. A timeline of these activities and notes can be found in the Community Engagement Report. See the Council Report here.
July 22, 2024 - Staff reported the findings of the engagement program to Council and provided a recommendation for the location, site layout, and field redesign, as well as key features of the new facility. Read the report here. Council directed staff to proceed to design the new facility in the north location to ensure the current facility remains open during construction. Council also directed staff to consult further with the field user groups on the field layout and feasibility of including a fourth diamond based on needs expressed by the groups.
Sept. 23, 2024 - Following further discussions with participating field user groups, staff brought a report to Council with a revised layout that allowed for the fourth ball diamond and reviewed impacts to disc golf and trees. Council endorsed the revised layout and voted to proceed with the fourth diamond as part of the Winskill Renewal Project. Staff were also to report back on a reforestation plan and options for disc golf. See the Council Report here.
Oct. 21, 2024 - Staff provided an update to Council on the project introducing a Preliminary Concept for the new aquatic and fitness centre. See the files in the Preliminary Concept Documents folder and find the Council Report here. The report also provided an update on plans to relocate the disc golf course, remove and replace affected trees, and apply for a grant.
What's next?
With Phase 1 of the engagement program now complete, the project team is working on a design for the building. The goal is to review the detailed design with the community as it becomes available early 2025. Watch this website for more information.

This is where the architect starts to put all the pieces together and produces renderings. This may also be referred as preliminary design.
Design Development (Oct - Feb 2024)

This is where we start to progress from basic renderings developing the detailed design. The end result is with detailed design. During this stage we often refer to design documents in various levels represented as a percentage, normally between 50%-90% for this phase.
Construction Documents (Feb - Jul 2025)
this is an upcoming stage for Winskill Renewal Project
These are the detailed design documents, or blueprints that provides the explicit details for the necessary construction to occur and would be included in the various tenders that are issued.
