    The revitalization of Ladner Village will continue to advance in 2025 with an action plan for further improvements and neighbourhood investments that Delta Council endorsed at the October 21 Regular Meeting.

    “The revitalization of Delta’s only waterfront village has been discussed in the community for decades, and with this action plan for 2025, we will continue to take concrete steps to make this long-held vision a reality,” said Delta Mayor George V. Harvie. “Informed by the engagement results, this Council is committed to moving forward in a thoughtful manner, ensuring historic Ladner Village remains a beloved community destination for years to come.”

    In 2025, residents can expect the following activities to move forward along the waterfront and in Ladner Village:

    Chisholm Street Wharf upgrades will advance with input from the community engagement process that’s currently underway. These improvements may include accessible pathways, additional seating, overhead lighting, and new railings and decking. Plans for Spot-on-the-Water Park have shifted away from a destination playground to emphasize passive recreation, taking advantage of the water views and mature trees in the park and providing shaded picnic areas.

    • Design options for a Chisholm Street one-way road configuration will be developed for review with Council and the community, and will include a multi-use pathway and accessibility ramps to the dike, among other features.
    • The Ladner Village Tourist Accommodation Expression of Interest (EOI) will close on January 31, 2025, after which submissions will be shortlisted and final approval would follow near the end of 2025. Site preparation will occur in phases over the next six months and an application to rezone the properties to align with the Official Community Plan and long-term vision is forthcoming.
    • Options for expanding kayak and paddleboard launching areas at the Elliott St. Wharf are set to advance, as are options to expand the Ladner Village Market and other pedestrian activities, which will be discussed with the community in the next several months.
    • The City will be seeking the services of a design consultant to work with the community on the creation of a branding and wayfinding plan for Ladner Village. After the final concept designs are endorsed by Council, an implementation plan will be developed for consideration as part of the 2026 Financial Plan.

    Delta Council received the results of the engagement program conducted this summer to gather feedback on the program. The City spoke with more than 400 residents during May Days and at the Ladner Village Market as well as received additional feedback from 211 participants. The results of this engagement program informed the recommendations in the action plan and are available for review at letstalk.delta.ca/Ladner-Village.

    Delta residents are invited to share their views on the upgrades planned for Ladner Village’s Chisholm Street Wharf. Reviewed with Delta Council at the Regular Meeting on October 7, 2024, the proposed concept aims to connect the community with the waterfront and create a vibrant, public space that can be enjoyed year-round.

    "The ideas presented in this concept are truly exciting and have the potential to set our waterfront apart, creating a welcoming destination for both residents and visitors,” said Mayor George V. Harvie. “Bringing forward the concept plan to the public is an important next step in the engagement process. We're eager to hear from the community on what is proposed for Chisholm Street Wharf."

    The Chisholm Street Wharf is one of seven projects included in a program to revitalize Ladner Village. The proposed design for the wharf includes features such as modular seating, festive lighting, room for food trucks, misting features for the summer season, illuminated pathways, and improved accessibility and connectivity to the dike pathway. The experience at the wharf will be extended to the area known as Spot-on-the-Water Park where additional seating and shaded areas are proposed.

    “Through our conversations with residents at the Ladner Village Market this summer and their feedback through our engagement platform, we heard lots of enthusiasm for upgrading the wharf and many great ideas which have been included in this concept,” said Josh Turner, General Manager of Parks, Recreation & Culture. “We invite residents to see how their ideas have been incorporated into this concept.”

    • Dropping by the pop-up event at the wharf to discuss the concept with staff. The City is offering free hotdogs to the first 50 people to attend, served by Rat Rod's Dogs!

    The City of Delta has reached another milestone in its work to revitalize Ladner Village. At the Regular Meeting of September 23, Council directed staff to issue the Expression of Interest (EOI) that will seek proposals for a tourist accommodation along Chisholm Street. The decision followed a report on the engagement program involving residents in creating the criteria for the EOI as well as an overview of the next steps for the project.

    This summer, staff attended seven different pop-up events during Ladner May Days and the Ladner Village Markets and spoke with approximately 400 residents about the opportunity. The City also received 319 feedback forms through its letstalk.delta.ca engagement platform. Through these activities, staff learned what features would be important to residents should a tourist accommodation be developed in Ladner Village. A selection of themes from the community input include:

    • Reflect the historic character of the village in the design and finishings
    • Incorporate a square or market feel (i.e., patio, coffee shop, breakfast place, flower stalls, fresh produce)
    • Leverage local suppliers and products (i.e. hotel supplies, farm produce in restaurants, local artwork)
    • Consider the streetscape, include wide sidewalks and step buildings back from the street
    • Incorporate natural elements such as greenspace and a water feature
    • Consider transit and active transportation and provide adequate parking
    • Include amenities for locals (i.e., bike racks, rooftop restaurant, wine bar, and live music)
    • Consider factors such as accessibility and environmental impacts in design and construction

    Comments from the community have been reflected in the project scope and evaluation criteria in the EOI. The next step is to issue the EOI this week with a closing date of January 31, 2025. Submissions will be shortlisted and detailed proposals will be sought from one or more proponents on or before August 31, 2025. Pending the results of the evaluation, final approval and signing of an agreement would be sought closer to the end of 2025.

    Council also received an update on site preparation for development. Assessments for hazardous materials has started. Soil and geotechnical work and relocation of a water main are planned to start next spring. Demolition and site preparation will occur in phases and an application to consolidate and rezone the properties to align with the Official Community Plan and long-term vision is forthcoming.

    A study has determined there is room in Delta’s local hotel market for a mixed-use accommodation with commercial space on the former Delta Hotel site in Ladner Village. The results of the Ladner Village Accommodation Feasibility Study, initiated in April, will be reviewed by Delta Council at their Regular Meeting on June 3, 2024.

    “The study looked at a number of sources, including local market and custom data, and found that a mixed-use accommodation is economically viable and would work well for Ladner Village,” said Mike Brotherston, the City’s Director of Corporate Services. “With the results of the study now available, Delta Council will consider whether an anchor tenant of this nature will complement the community and achieve the goal of making a significant impact on the revitalization of Ladner Village by bringing tourism and vibrancy to the area.”

    The City’s accommodation consultant proposes an 88-unit aparthotel model, which is a cross between a hotel and a holiday apartment. Instead of individual hotel rooms, the aparthotel has small apartments with their own bathroom and kitchen. Aparthotel rooms are booked nightly (a hotel stay model) or rented monthly (a short-term apartment rental model). The aparthotel model has rapidly emerged as a trend in the accommodation market because of its financial return for the hotel and the flexibility and appeal to the traveler.

    The study suggests introducing approximately half the aparthotel units to the hotel market using a phased approach, with the remaining units rented as short-term apartments. The aparthotel could occupy up to six stories with a rooftop patio to be used for, or as an extension of, an onsite restaurant. The study also estimates that the property and tenants will create over 100 jobs.

    “It is important to note that the aparthotel is one of several accommodation models that could work in this location and the next steps, should Council wish to proceed, would be to test the interest from the market,” continued Brotherston.

    Subject to a decision by Council, the staff report recommends the creation of an Expression of Interest to establish a short list of proponents to bring forward formal proposals for consideration. It also recommends that the City conduct an engagement process to involve the community in developing the criteria that would be used to score the proposals.

    Residents are invited to drop by the City of Delta’s booth during May Days to discuss plans to continue the revitalization of Ladner Village. Staff will be in the May Days Market on May 25 and 26 to discuss several projects from the Ladner Village Revitalization Plan that the City is preparing to advance over the next few years.

    “These projects were largely identified through the work of the Ladner Village Renewal Advisory Committee in their 2021 report. Given some time has passed, the City wants to re-engage with the community about the recommendations and provide residents with an opportunity to learn more and share their feedback before the City begins to move them forward,” said Paula Kolisnek, Corporate Initiatives Manager with the City of Delta.

    The City has prepared a map identifying the key projects to support the discussion with the community. The projects are preliminary and additional engagement is planned before they proceed. In no particular order, the projects include:

    • A destination playground at Spot-on-the-Water Park
    • Upgrades to Chisholm Street wharf
    • A new multi-use pathway on Chisholm Street
    • A new tourist accommodation on the former Delta Hotel site
    • Upgrades to Elliott Street wharf
    • Additional pop-up parks and events to create pedestrian fun
