The City of Delta is moving forward on plans to revitalize Ladner Village based on the findings of the 2021 Ladner Village Renewal Advisory Committee. Phase 1 Engagement (Completed - Fall 2024)

The second project to advance is a plan to upgrade Chisholm Street Wharf. The City initiated a new round of public engagement to bring forward the concept plan to residents to hear what they have to say. Over 75 residents attended our pop-up event to learn and discuss the concepts proposed for the Chisholm Street Wharf. The engagement report is available here. Staff are working on a revised plan based on feedback received from the community.

Phase 2 Engagement (Completed - Summer 2025)

Based on the feedback received from the community, staff have refined the plan for Chisholm Street Wharf. Residents were invited to share their feedback on the detailed design. The City hosted a pop-up event as an opportunity for residents to speak with staff and learn about the project in-person, over 80 residents were in attendance. At the July 28, 2025 Regular Meeting, Delta Council approved the updated design. A Request for Proposals (RFP) for construction will be issued in August, with work expected to begin this fall and completed by spring 2026. The results of the engagement program is available here.


RECHARGE HERE (Completed - Spring 2025)

The third project to advance is a plan to upgrade the Elliott Street Wharf. Residents were invited to comment on proposed plans in the spring of 2025 and the results were presented to Council at their meeting on April 14. Delta Council approved moving forward with the installation of a floating kayak docking system, dock ramp upgrades, and Wharfhead reconfiguration to improve parking and support for commercial uses. To balance strong community support for commercial uses at Elliott Street Wharf with concerns about over-commercialization, the Wharf will support kayak rentals, boat tours, food trucks, and commercial fish sales from a vessel. GETAWAY HERE (Completed - Summer 2024)

A possible tourist accommodation is one of the first revitalization projects to advance. This exciting project is intended to inject vibrancy into the village and support local businesses. In the summer of 2024, the City invited residents to provide their ideas for how the proposed development can fit with the community and complement Ladner Village. The feedback gathered was used to set the criteria in the Expression of Interest. In July 2025, the City began the bylaw amendment process to consolidate and rezone the property to a new Mixed-Use Ladner (MUL) Zone. The results of the engagement and the EOI was reviewed with Council at their meeting on Sept. 23 and can be read here.

    The City of Delta continues to advance the Ladner Village Revitalization Program, with the latest milestone being Delta Council’s approval of the updated Chisholm Street Wharf design at the July 28, 2025 Regular Meeting. A Request for Proposals (RFP) for construction will be issued in August, with work expected to begin this fall and completed by spring 2026.

    “This is an exciting step forward for the Ladner Village Revitalization program,” said Mayor George V. Harvie. “The upgrades to the Chisholm Street Wharf are a key step in reimagining our waterfront and creating a more vibrant, accessible, and welcoming space for residents and visitors alike. Delta Council is proud to see this vision progressing with thoughtful input from the community throughout the process.”

    The final design reflects feedback received during two rounds of public engagement, including input gathered earlier this summer. Concept images and a summary of the feedback are available at: letstalk.delta.ca/ladner-village. A few of the key improvements include:

    • Enhanced accessibility features
    • Flexible gathering spaces for community use
    • Stepped seating along the base of the wharf
    • Upgraded dike pathways
    • A designated zone for seasonal pop-up container concessions

    Delta Council also received updates on other initiatives within the broader Ladner Village Revitalization Program, including plans for a new brand strategy and upcoming roadway improvements along Chisholm Street.

    The brand strategy will help define and promote Ladner Village’s identity as a vibrant, historic, and waterfront community, while supporting tourism, wayfinding, and local economic development. The consultant will incorporate previous community feedback into the process, and all proposed designs will be reviewed by Delta Council before going out for further public input.

    In addition, staff are developing concepts to improve Chisholm Street, including a new multi-use pathway and potential roadway reconfiguration. A parking study will be completed as part of this work. Concepts and findings will be presented to Council later this year and will be followed by opportunities for community engagement.

    The City of Delta has released a detailed design proposal for the Chisholm Street Wharf and is inviting the community to provide comments. At the June 23, 2025 Regular Meeting, Delta Council directed staff to move forward with engagement with the public to confirm that the updated plan reflects the community’s vision for the Wharf.

    The updated design incorporates ideas and input shared by more than 150 participants during last year’s initial engagement. Based on the feedback received, the concept has been refined to create a welcoming, year-round destination with flexible gathering spaces for events and community use.

    “We heard a great deal of excitement from the community during our first round of engagement, along with some thoughtful suggestions,” said Mayor George V. Harvie. “This updated design reflects the feedback we received, and we’re now asking residents to take a final look and let us know their thoughts on the design.”

    Key features of the proposed design include flexible gathering spaces with movable and feature seating, stepped seating areas that encourage social connection, shaded seating and misting areas to provide relief during warmer months, lighting that adds a level of safety and ambiance while minimizing light pollution, and natural landscaping along the dike pathway to maintain strong ties to the Fraser River, and a fully accessible Wharf with durable concrete paving around the perimeter, ensuring safe and easy access for everyone.

    Residents are encouraged to get involved in the following ways:

    • Complete the feedback form on the project page by Friday, July 11, 2025
    • Join us in person at a pop-up event at the Wharf to connect with City staff. The first 50 participants will receive free ice cream, served by local business, Cookie’s Ice Cream:

    The Chisholm Street Wharf is one of seven projects in the Ladner Village Revitalization Action Plan endorsed by Delta Council in 2024. The vision is to improve public access to the waterfront, create a safe and engaging space for community use, and celebrate the area’s connection to its natural surroundings.

    A new kayak docking system and dock ramp upgrade are just a few of the improvements residents can expect to see at the Elliott Street Wharf this spring. At the Regular Meeting this week, Delta Council approved the plan for the Wharf which will enhance public access to the waterfront, reconfigure the Wharfhead, support commercial activities such as kayak rentals and fresh seafood sales, and contribute to the ongoing revitalization of Ladner Village.

    These enhancements will not only support local businesses and fishers but also create a more welcoming and active waterfront experience for residents and visitors alike in the tradition of the waterfront village,” said Mayor George Harvie. “Council wishes to thank the 200 residents who participated in the engagement process which helped shape the final plan.”


    The City conducted an engagement program between March 4 and March 21, 2025 to seek community feedback on the proposed Elliott Street Wharf enhancements and the use of the Wharf and its dock for commercial activities. The community was invited to share their feedback by completing an online form and attending an in-person pop-up event organized at the Wharf to view the project plans, ask questions directly to the project team, and provide immediate feedback.


    Through the engagement activities, the City learned that participants were very supportive of the improvements made to date such as the colourful seating, catenary lights and music events. Over 80 percent of participants think the proposed plan for Elliott Street Wharf looked great or could use some tweaks such as improving the pedestrian connections and ensuring adequate space for public enjoyment. Participants also supported commercial uses at the Wharf, especially those that align with the waterfront’s traditions. Of the commercial uses proposed, the top three preferred by participants included fresh seafood sales from a commercial vessel, kayak rentals, and food trucks.


    In response to feedback from the engagement program, staff recommended moving forward with the installation of a floating kayak docking system, dock ramp upgrades, and Wharfhead reconfiguration to improve parking and support for commercial uses.     The City of Delta invites residents and businesses to share their thoughts on proposed improvements to the Elliott Street Wharf in Ladner Village. Building on feedback collected through last year’s Ladner Village Revitalization engagement program, the City has developed a concept plan to enhance the Wharf’s accessibility, functionality, and recreational opportunities and is now seeking public input.

    “Elliott Street Wharf is a natural gathering place where people can enjoy the waterfront and appreciate all that Ladner has to offer,” said Mike Brotherston, Director of Corporate Services. “Through the City’s Ladner Village Revitalization program, we’re looking forward to enhancing the space and are looking for the community’s feedback, including allowing food vendors, boat tours, and fish sales to increase the vibrancy of the Wharf.”

    Based on public feedback, the City is proposing the following enhancements:

    • A floating dock system for easier kayak launching
    • Wharf ramp updates to provide a stable and slip-resistant surface
    • Reconfiguration of the Wharfhead to improve parking, recreation, and pedestrian access
    • Designating space for potential commercial uses, such as kayak rentals, food trucks, fish sales, and boat tours

    Residents can see a plan for the wharf and share their feedback at letstalk.delta.ca/Ladner-Village by Friday, March 21, 2025. Residents are also invited to meet with City staff in person at a community pop-up event on Saturday, March 15, 2025, from 11:00 am to 1:00 pm at the Elliott Street Wharf (5000 Elliott Street).

    The City of Delta has received five Expression of Interest (EOI) submissions for a tourist accommodation in Ladner Village following the first round of the EOI process.

    As part of ongoing efforts to revitalize Ladner Village, Delta Council directed staff at the September 23 Regular Meeting to seek proposals for a potential hotel along Chisholm Street. The submission process closed on January 31, 2025.

    The five proposals will be reviewed and scored by the City’s Ladner Village Revitalization Staff Task Force based on the experience and reputation of the developer, alignment with the community’s vision, and the proposed operating model and value for Delta. A shortlist of proponents will then be invited to participate in Round 2 of the EOI process and will have until August 31, 2025, to submit a detailed proposal. The names of the shortlisted proponents submitting formal proposals will be shared at that time. Once detailed proposals are received and evaluated, staff will report back to Delta Council with recommendations and Council will decide whether to proceed.

    Prior to the launch of the EOI Process, staff attended pop-up events throughout the summer of 2024, speaking with residents about the potential of a tourism accommodation in the village. Conversations with approximately 400 residents, as well as 319 feedback forms submitted through letstalk.delta.ca, helped shape a list of features demonstrating what the community most valued in a potential accommodation. This list included reflecting the historic character of the village, working with local suppliers, considering the streetscape, and amenities for locals, among other elements.

    Preparation work at the Chisholm Street site is well underway, with asbestos removal in progress and demolition of the structures anticipated to begin this month. Environmental site investigation and remediation work required to obtain a Certificate of Compliance from the Ministry of Environment is complete and an application to the Ministry is currently being prepared.

    The revitalization of Ladner Village will continue to advance in 2025 with an action plan for further improvements and neighbourhood investments that Delta Council endorsed at the October 21 Regular Meeting.

    “The revitalization of Delta’s only waterfront village has been discussed in the community for decades, and with this action plan for 2025, we will continue to take concrete steps to make this long-held vision a reality,” said Delta Mayor George V. Harvie. “Informed by the engagement results, this Council is committed to moving forward in a thoughtful manner, ensuring historic Ladner Village remains a beloved community destination for years to come.”

    In 2025, residents can expect the following activities to move forward along the waterfront and in Ladner Village:

    Chisholm Street Wharf upgrades will advance with input from the community engagement process that’s currently underway. These improvements may include accessible pathways, additional seating, overhead lighting, and new railings and decking. Plans for Spot-on-the-Water Park have shifted away from a destination playground to emphasize passive recreation, taking advantage of the water views and mature trees in the park and providing shaded picnic areas.

    • Design options for a Chisholm Street one-way road configuration will be developed for review with Council and the community, and will include a multi-use pathway and accessibility ramps to the dike, among other features.
    • The Ladner Village Tourist Accommodation Expression of Interest (EOI) will close on January 31, 2025, after which submissions will be shortlisted and final approval would follow near the end of 2025. Site preparation will occur in phases over the next six months and an application to rezone the properties to align with the Official Community Plan and long-term vision is forthcoming.
    • Options for expanding kayak and paddleboard launching areas at the Elliott St. Wharf are set to advance, as are options to expand the Ladner Village Market and other pedestrian activities, which will be discussed with the community in the next several months.
    • The City will be seeking the services of a design consultant to work with the community on the creation of a branding and wayfinding plan for Ladner Village. After the final concept designs are endorsed by Council, an implementation plan will be developed for consideration as part of the 2026 Financial Plan.

    Delta Council received the results of the engagement program conducted this summer to gather feedback on the program. The City spoke with more than 400 residents during May Days and at the Ladner Village Market as well as received additional feedback from 211 participants. The results of this engagement program informed the recommendations in the action plan and are available for review at letstalk.delta.ca/Ladner-Village.

    Delta residents are invited to share their views on the upgrades planned for Ladner Village’s Chisholm Street Wharf. Reviewed with Delta Council at the Regular Meeting on October 7, 2024, the proposed concept aims to connect the community with the waterfront and create a vibrant, public space that can be enjoyed year-round.

    "The ideas presented in this concept are truly exciting and have the potential to set our waterfront apart, creating a welcoming destination for both residents and visitors,” said Mayor George V. Harvie. “Bringing forward the concept plan to the public is an important next step in the engagement process. We're eager to hear from the community on what is proposed for Chisholm Street Wharf."

    The Chisholm Street Wharf is one of seven projects included in a program to revitalize Ladner Village. The proposed design for the wharf includes features such as modular seating, festive lighting, room for food trucks, misting features for the summer season, illuminated pathways, and improved accessibility and connectivity to the dike pathway. The experience at the wharf will be extended to the area known as Spot-on-the-Water Park where additional seating and shaded areas are proposed.

    “Through our conversations with residents at the Ladner Village Market this summer and their feedback through our engagement platform, we heard lots of enthusiasm for upgrading the wharf and many great ideas which have been included in this concept,” said Josh Turner, General Manager of Parks, Recreation & Culture. “We invite residents to see how their ideas have been incorporated into this concept.”

    The City of Delta has reached another milestone in its work to revitalize Ladner Village. At the Regular Meeting of September 23, Council directed staff to issue the Expression of Interest (EOI) that will seek proposals for a tourist accommodation along Chisholm Street. The decision followed a report on the engagement program involving residents in creating the criteria for the EOI as well as an overview of the next steps for the project.

    This summer, staff attended seven different pop-up events during Ladner May Days and the Ladner Village Markets and spoke with approximately 400 residents about the opportunity. The City also received 319 feedback forms through its letstalk.delta.ca engagement platform. Through these activities, staff learned what features would be important to residents should a tourist accommodation be developed in Ladner Village. A selection of themes from the community input include:

    • Reflect the historic character of the village in the design and finishings
    • Incorporate a square or market feel (i.e., patio, coffee shop, breakfast place, flower stalls, fresh produce)
    • Leverage local suppliers and products (i.e. hotel supplies, farm produce in restaurants, local artwork)
    • Consider the streetscape, include wide sidewalks and step buildings back from the street
    • Incorporate natural elements such as greenspace and a water feature
    • Consider transit and active transportation and provide adequate parking
    • Include amenities for locals (i.e., bike racks, rooftop restaurant, wine bar, and live music)
    • Consider factors such as accessibility and environmental impacts in design and construction

    Comments from the community have been reflected in the project scope and evaluation criteria in the EOI. The next step is to issue the EOI this week with a closing date of January 31, 2025. Submissions will be shortlisted and detailed proposals will be sought from one or more proponents on or before August 31, 2025. Pending the results of the evaluation, final approval and signing of an agreement would be sought closer to the end of 2025.

    Council also received an update on site preparation for development. Assessments for hazardous materials has started. Soil and geotechnical work and relocation of a water main are planned to start next spring. Demolition and site preparation will occur in phases and an application to consolidate and rezone the properties to align with the Official Community Plan and long-term vision is forthcoming.

    A study has determined there is room in Delta’s local hotel market for a mixed-use accommodation with commercial space on the former Delta Hotel site in Ladner Village. The results of the Ladner Village Accommodation Feasibility Study, initiated in April, will be reviewed by Delta Council at their Regular Meeting on June 3, 2024.

    “The study looked at a number of sources, including local market and custom data, and found that a mixed-use accommodation is economically viable and would work well for Ladner Village,” said Mike Brotherston, the City’s Director of Corporate Services. “With the results of the study now available, Delta Council will consider whether an anchor tenant of this nature will complement the community and achieve the goal of making a significant impact on the revitalization of Ladner Village by bringing tourism and vibrancy to the area.”

    The City’s accommodation consultant proposes an 88-unit aparthotel model, which is a cross between a hotel and a holiday apartment. Instead of individual hotel rooms, the aparthotel has small apartments with their own bathroom and kitchen. Aparthotel rooms are booked nightly (a hotel stay model) or rented monthly (a short-term apartment rental model). The aparthotel model has rapidly emerged as a trend in the accommodation market because of its financial return for the hotel and the flexibility and appeal to the traveler.

    The study suggests introducing approximately half the aparthotel units to the hotel market using a phased approach, with the remaining units rented as short-term apartments. The aparthotel could occupy up to six stories with a rooftop patio to be used for, or as an extension of, an onsite restaurant. The study also estimates that the property and tenants will create over 100 jobs.

    “It is important to note that the aparthotel is one of several accommodation models that could work in this location and the next steps, should Council wish to proceed, would be to test the interest from the market,” continued Brotherston.

    Subject to a decision by Council, the staff report recommends the creation of an Expression of Interest to establish a short list of proponents to bring forward formal proposals for consideration. It also recommends that the City conduct an engagement process to involve the community in developing the criteria that would be used to score the proposals.

    • A destination playground at Spot-on-the-Water Park
    • Upgrades to Chisholm Street wharf
    • A new multi-use pathway and road configuration on Chisholm Street
    • A new tourist accommodation on the former Delta Hotel site
    • Upgrades to Elliott Street wharf
    • Additional pop-up parks and events to create pedestrian fun
    • A branding, signage and wayfinding strategy

    The City is currently engaging with the community about the projects, providing residents with an opportunity to learn more and share their feedback as the City prepares to move them forward. Work on a few of the initiatives has started including consultation on the Bridge Street pop-up park, a feasibility study for a hotel, and remediation of the Chisholm Street wharf.     Residents are invited to drop by the City of Delta’s booth during May Days to discuss plans to continue the revitalization of Ladner Village. Staff will be in the May Days Market on May 25 and 26 to discuss several projects from the Ladner Village Revitalization Plan that the City is preparing to advance over the next few years.

    “These projects were largely identified through the work of the Ladner Village Renewal Advisory Committee in their 2021 report. Given some time has passed, the City wants to re-engage with the community about the recommendations and provide residents with an opportunity to learn more and share their feedback before the City begins to move them forward,” said Paula Kolisnek, Corporate Initiatives Manager with the City of Delta.

    The City has prepared a map identifying the key projects to support the discussion with the community. The projects are preliminary and additional engagement is planned before they proceed. In no particular order, the projects include:

    • A destination playground at Spot-on-the-Water Park
    • Upgrades to Chisholm Street wharf
    • A new multi-use pathway on Chisholm Street
    • A new tourist accommodation on the former Delta Hotel site
    • Upgrades to Elliott Street wharf
