Proposed Pre-Zoning of Identified Properties on a Section of 72 Avenue Corridor

The City is reviewing opportunities to pre-zone a small number of properties along the 72 Avenue corridor to allow for future townhome projects. This is an initiative of the Canada Mortgage and Housing Accelerator Fund Grant. As part of this process, residents are invited to learn more about what is being proposed, how they may be affected and to share their feedback. This page provides information, details of an upcoming information meeting and instructions on how to share your feedback. Feedback gathered will be shared with Council for consideration.

The properties that are proposed to be included in the area to be pre-zoned for townhouse use are shown on the location map below.

Attend the Public Information Meeting

Delta Staff will be hosting a public information meeting to discuss the proposed pre-zoning initiative. Information boards will be available at the Public Information Meeting for residents to view. The public information meeting will be as follows:

Time: 5:00pm – 7:00pm (Open House format)

Location: Chalmers Elementary School (Gymnasium)

What is Pre-Zoning?

Pre-zoning is a process where a municipality proactively changes the zoning for certain areas to align with land use designations, to encourage certain types of development such as housing. This would speed up the process for getting new housing built faster. Future projects in a pre-zoned area could apply for permits directly without needing a lengthier rezoning process. Pre-zoning is considered in locations that are consistent with the Official Community Plan (OCP).

What type of pre-zoning is being considered along 72 Avenue?

As part of the Canada Mortgage and Housing Corporation Housing Accelerator Fund grant, the City is reviewing opportunities to allow flexible zoning which would include the opportunity for future townhome projects on identified properties on a section of the 72 Avenue corridor. Consistent with the Mixed Residential land use designation in Delta’s OCP, three townhouse projects have been constructed along the 72 Avenue corridor since 2018.

What does it mean if my property is within the 72 Avenue Corridor?

If your property is included in the proposed pre-zoning area, the proposed changes are intended to permit townhouses as the primary permitted use for future redevelopment. A change in zoning may affect the development potential of your property, but would not require you to move, sell your property, or demolish any existing structures you do not wish to redevelop.

Those property owners who may be affected, as well as property owners in the surrounding area, should have received letters directly with information about what this means and how they can get involved.

What does this mean for future development along the 72 Avenue Corridor?

Projects in this pre-zoned area would still need to apply to Delta for a development permit and a building permit before construction can begin. All properties being considered for pre-zoning are within the Community Corridor Development Permit Area a would require a development permit to address building and site design.

Feedback

Staff will receive feedback on the proposed changes until August 5, 2025 and will then notify residents with a summary of the public comment and an outline of the proposed zoning regulation changes.
