Background

A previous application for an OCP amendment to allow a 5-storey rental apartment building was submitted for this property in September, 2023 and underwent public consultation in the summer of 2024. At the February 10, 2025 Regular Meeting of Council, the applicant was directed to revise the proposal to align with the Mixed Residential (MR) land use designation.

The City of Delta has now received a revised application for the subject property. Key changes to the proposal include:

  • Reducing the height from a 5 storey apartment building to 3-storey townhouses
  • Lowering the number of residential units from 81 apartment units to 24 townhouse units
  • Decreasing the floor space ratio (FSR) from 1.48 to 1.01.

Project Summary

The purpose of this application is to allow for a townhouse development on Arthur Drive in Ladner. The following are key aspects of the proposal:

  • 24 townhouse units ranging in size from 1,400 ft2 to 1,585 ft2
  • Four 3-storey buildings with an FSR of 1.01
  • 2 parking spaces per unit located within enclosed garages, and 3 visitor parking spaces
  • 121 square metres of common outdoor amenity area
  • Vehicle access from Arthur Drive.

The proposal is consistent with the Mixed Residential (MR) designation under Delta's Official Community Plan 2024: Housing Our Future, which is intended for low density ground-oriented and ‘missing middle’ forms of housing focused on areas close to services and transit. A description of the MR land use designation is available in the "Applicable Bylaws and City Documents" folder on this page. Under Provincial legislation, a Public Hearing must not be held for zoning bylaw amendments for residential development that is consistent with the OCP.


Applications Required

This development proposal includes applications for:

  • Rezoning from Health Care (HC) to Townhouse Residential 76 (RT76)
  • Heritage Alteration Permit for the demolition of the existing heritage building and for the form and character of the proposed new townhouse development as the subject property is within the Ladner Heritage Conservation Area 2 (LHCA 2 - Arthur Drive).

What We Heard

As part of the development review process, all public feedback is reviewed at several stages throughout the application process and summarized for the applicant to consider and provide a response. Below is a summary of the three main themes that we heard from public feedback received to date. Should the application proceed to Council, an engagement summary with more details will be presented for Council's consideration.

1. Neighbourhood and Heritage Character

  • Concerns that the proposed townhouse use is out of character with Arthur Drive's heritage-oriented streetscape composed primarily of single-detached dwellings.
  • Concerns that the proposed demolition of the heritage house erodes the heritage value, and that existing heritage assets and protections are being compromised.

2. Density

  • Support for moderate density increases.
  • Support for the design and scale of the proposal as more appropriate than the previous 5-storey apartment proposal.
  • Preference for duplex and houseplex development on the site over townhouses.

3. Traffic, Parking, and Safety

  • Concerns around safety at the 45 Avenue and Arthur Drive intersection due to potential increase in traffic.
  • Concerns about the lack of available parking and potential spillover onto nearby streets.
