The City of Delta recently adopted a new Official Community Plan on July 8, 2024, which designates the site as 'Mixed Residential'. The proposed development would require an Official Community Plan amendment to change the land use designation from Mixed Residential to Neighbourhood Centres and Corridors to permit the proposed height and built form. Previously, an Official Community Plan amendment was required to change the land use designation in the Future Land Use Plan from One and Two Unit Residential (R) to Multi-Unit Residential (MR), and in the Ladner Area Plan from Infill Single Family Residential (ISF) and Heritage 2 (HC2) to Medium Density Residential (MDR), with an exemption from the maximum density of 120 units per hectare.
Rezoning from the Health Care (HC) Zone to new Comprehensive Development Zone (CDZ) that would allow the proposed rental residential building.
Heritage Alteration Permit for the demolition of the existing heritage structure and the form and character of the proposed new apartment building as the subject property is within the Ladner Heritage Conservation Area 2 (LHCA 2 - Arthur Drive).
Please note that this application has not gone to Council for consideration; therefore, aspects of the proposal may change as the application proceeds through the review process. This proposal is non-compliant with the Official Community Plan and therefore a Public Hearing will be required. Additional notice will be provided should this application proceed to Public Hearing.
