This proposal would consolidate the properties noted above into a single development site and include the construction of 35 three-storey townhouse units. The townhouses would be grouped into eight separate buildings with a green space at the centre of the site. The site would be accessed from a driveway on 115 Street.
Proposal Details:
The proposal complies with the use and maximum height and density specified in the Official Community Plan for the Residential Ground-Oriented (North Delta) (RG(ND)) land use designation.
Townhouse floor areas would range from 128 m2 (1,378 ft2) to 168 m2 (1,808 ft2);
Three of the townhouse units would be adaptable;
11 units would face 83 Avenue, 8 units would face 83A Avenue, 4 units would face 115 Street and 12 units would face a common internal amenity area;
190 m2 (2,045 ft2) of common outdoor amenity space would be provided; and
70 enclosed residential parking spaces and 7 at-grade visitor parking spaces would be provided.
The properties are designated Residential Ground-Oriented (North Delta) (RG(ND) in the North Delta Area Plan which permits a townhouse use with a maximum height of 3 storeys and a density of 62 units per hectare (25 units per acre). The North Delta Area Plan was adopted in 2014 following an extensive public consultation and visioning process for North Delta. Additional details of the Plan are available under "Applicable Bylaws and City Documents".
Application Components:
The application involves several components, bylaw amendments, and a Development Permit as follows:
Rezoning of the subject properties from Duplex/Single Detached Residential 3 (RD3) to Townhouse Residential 62 (RT62);
A development permit for the form and character of construction in the Nordel Social Heart (ND12) Development Permit Area; and
Consolidation of seven lots into one lot.
This application was presented at a Public Hearing on April 26, 2022 and the rezoning bylaw given third reading at the Council meeting which followed. The rezoning bylaw was finally considered and adopted on January 8, 2024.
