The City is gearing up to launch an engagement program that will involve residents in the design of the new Winskill Aquatic and Recreation Centre. In the coming weeks, we will provide opportunities for community input and collaboration. We are excited to share the key aspects of the Winskill Renewal Project. Stay tuned for more information and learn how you can get involved!The Winskill Aquatic and Fitness Centre opened in 1977 when the population of Delta was about 65,000. The single story, ground-level building includes a six-lane 25-meter lap pool, dive tank, teach pool, hot tub, sauna, stretch room, male and female change rooms as well as four small universal (family) change rooms. There is also an annex that includes an open space for fitness classes and a multi-functional open space that serves the Boys and Girls Club programs.A report in 2019 showed that the current Winskill Aquatic and Fitness Centre does not meet the building code and that many of the mechanical systems are beyond their expected service life, including the building&rsquo;s electrical system, mechanical/plumbing systems, building ventilation and multiple roof systems. Since then, the City has been evaluating options to renew or replace the facility. With a population of 114,000 and growing, the existing facility and amenities are no longer adequate to serve the community and a larger facility is being considered.Watch this page for information about how to participate once details are confirmed.

Winskill Renewal Project

The City of Delta plans to expand the existing playground at the North Delta Recreation Centre and is seeking your feedback. The community has been notified through mail-outs, site signs and social media.The purpose of this community engagement is to evaluate the needs of the community for the playground expansion. In consideration of the needs of children and families in this neighbourhood, we propose an expansion to the existing outdoor playground area outside of the North Delta Recreation Center.The project is focused on three goals &ndash; increased capacity, enhanced accessibility, and a focus on cultural relevance. To achieve these aims, we propose to double the existing play area&#39;s size, adding fencing, seating, shade trees; include wheelchair-accessible play equipment that allows users to engage with various senses and physical capabilities on a safe and accessible surface; and introduce elements celebrating local Coastal animals and traditions, like toy canoes and figures of eagles and wolves.Given that you are a member of the community who may benefit from this project, we hope to hear from you if there is more to consider.Please take our online feedback form before May 12, 2024. North Delta Recreation Centre Playground Expansion Project 

Delta Council gave first and second readings to the new OCP Bylaw at their Regular Meeting on April 8, initiating a Public Hearing for the proposed plan. The hearing is scheduled for Monday, April 22, 2024 in the Council Chamber at Delta City Hall beginning at 3:00 pm. The notice and supporting materials can also be found on the City&rsquo;s website at <a href="https://www.delta.ca/publichearing">delta.ca/PublicHearing</a>. The City is also providing further opportunities for community members to ask staff questions about what is proposed in advance of the Public Hearing. Two in-person Question &amp; Answer sessions are planned for community members to drop in and speak with staff. The sessions are scheduled as follows:<ul><li>April 17 Q&amp;A Drop-in Session &ndash; 6 pm to 8 pm at Ladner Community Centre, 4734 51 Street</li><li>April 18 Q&amp;A Drop-in Session &ndash; 6 pm to 8 pm at North Delta Recreation Centre, 11415 84 Avenue</li></ul>Residents can also send their questions to <a href="mailto:development@delta.ca">development@delta.ca</a><a href="mailto:deltaOCPUpdate@delta.ca"></a>. The <a href="https://delta.civicweb.net/filepro/documents/227794/?preview=227875" rel="noopener noreferrer" target="_blank">Council Report including the Engagement Summary and the Proposed OCP Bylaw</a> are now available for the community to review.Staff are recommending Council give first and second readings to the new OCP Bylaw which will initiate a Public Hearing before the plan is given further consideration. <hr>Changes coming to Delta neighbourhoodsResidents will see changes in Delta neighbourhoods as a result of the Province&#39;s Housing Supply Act and Housing Target Order, and the City&#39;s update to the OCP. Residents will have the opportunity to learn about the changes, what it means for Delta neighbourhoods, and share their views about the OCP update through the City&rsquo;s engagement process between February 13 and March 17. What&#39;s Next? We have wrapped up Phase 2 of our engagement process which includes reviewing the direction of the OCP and gathering feedback from residents. In February, we sent<a href="https://letstalk.delta.ca/41396/widgets/173612/documents/123659" target="_blank"> Fact Sheet 1 - Background</a>, <a href="https://letstalk.delta.ca/41396/widgets/173612/documents/124759" target="_blank">Fact Sheet 2 - Land Use Maps</a>, and a <a href="https://letstalk.delta.ca/41396/widgets/173612/documents/123658" target="_blank">letter from Mayor George V. Harvie</a> to every household in Delta to ensure residents have the information needed to provide feedback.Here&#39;s what we&#39;ve accomplished in March:<ul type="disc"><li>Hosted 4 open houses with nearly 1,200 residents in attendance.</li><li>Hosted 3 online info sessions designed for English speakers, Punjabi speakers, and Delta businesses.</li><li>Responded to over 100 questions from residents under our Questions? Section.</li><li>Responded to <a href="https://letstalk.delta.ca/41396/widgets/173612/documents/125910" rel="noopener noreferrer" target="_blank">unanswered questions from online info sessions</a>.</li><li>Summarized the <a href="https://letstalk.delta.ca/41396/widgets/173612/documents/126812" rel="noopener noreferrer" target="_blank">Top 10 Q&amp;As</a> about the proposed OCP.</li><li>Closed the 2024 OCP Update Survey with over 1,000 responses.</li></ul>Staff have compiled the results of the engagement process and the proposed OCP is now available for the community and Council to review. BackgroundIn 2020, Council supported the development of a Vision Zero Strategy for the City of Delta. The following priorities have been identified as guiding principles for the Vision Zero Strategy:<ul><li>Reduce fatalities and serious collisions</li><li>Improve connections to schools and community services</li><li>Address needs for older adults and vulnerable road users</li></ul>Improving crosswalks is an important component to achieving Delta&rsquo;s Vision Zero Strategy.About the ProjectThe following crosswalks will be upgraded as part of this project:<ul><li>6 Avenue and Milsom Wynd</li><li>62 Street and Holly Park Drive</li><li>112 Street and 88 Avenue</li></ul>The upgrades include updated signage and pavement markings, as well as pedestrian-activated flashing beacons. Impact to ResidentsDriveway access may be limited when work is taking place adjacent to a driveway. Given the nature of this work, some inconvenience is unavoidable. We appreciate your patience and cooperation during construction.TrafficSingle lane alternating traffic will be implemented between 7:00 a.m. and 7:00 p.m. during construction hours. Two-way traffic will be maintained outside of regular construction hours. Street parking will be restricted within the work zone.
