After reviewing comments, questions, and concerns from the community, on Monday, June 14, Delta City Council unanimously adopted the following motion:
THAT the Virtual Public Consultation scheduled for Monday, June 21, 2021 regarding the Southpointe Academy Proposal for a Joint Use Recreation Facility at Grauer Park be canceled and that Southpointe Academy be requested to take into consideration the comments from the community received on the proposal.

Tsawwassen asked over 3 years agoYes, there have been two sport summits seeking input on needs from a wide variety of community sport organizations. A common request of many community sport organizations is the need for high-quality, year-round indoor training facilities.

ygraham asked over 3 years agoApproximately 24,000 square feet more building/hard surface area is included in this proposal than exists in the park today.

Tsawwassen asked over 3 years agoNo, utility connections represent a small portion of the cost. Conventional building construction costs are considerably higher than an air-inflated dome.

Tsawwassen asked over 3 years agoThe Southpointe investment represents a pre-paid lease much like the model used for the Delta Gymnastics facility. It is a simple calculation of dividing the $4.5 million investment by Southpointe using 2,000 hours annually over a 30 year period = $75/hour

Tsawwassen asked over 3 years agoThe $150,000 is a broad estimate for janitorial staff and electricity (approximately $120,000 and $30,000 respectively). These estimates will be refined if the project proceeds. A new dome roof is not expected to occur during the term proposed however a resurfacing of the turf is likely to occur at the 15-year point depending on use. The Sprung wood floor will require refinishing every 3 to 5 years.

Tsawwassen asked over 3 years agoThe total cost of this facility is estimated at $5.5 million with the City paying $1.0 million and Southpointe paying $4.5 million. Based on the maximum hours available to Southpointe, the school is paying upfront $75/hour of use for the entire 30-year term.
For the City to build this facility at its cost at this time, other corporate priorities would have to be deferred or borrowing of funds would be required. Currently, Delta is expecting that the rental rates that it will charge for use of this facility by the community, or any other school, will average out to $45/hour ($30/hour for youth and $60/hour for adults).

kw asked over 3 years agoThe City will be responsible for the maintenance of the facility, as is the case for any other facility the City owns. The maintenance costs will be offset, with fees being charged for use of the facility. The City is in control of allocating and permitting all non-school use.
If the school uses less than the 40% of hours identified, these hours will automatically be available to the City at no cost. Yes, there will be restrictions that prohibit the school from “reselling” their hours. Any unused hours by Southpointe Academy will be available for the community’s use.

kw asked over 3 years agoThe domed building will last more than 30 years. Domed structures are very sustainable in that they incorporate a simple foundation that is reused when the fabric needs to be replaced. They are not heated and the only CO2 produced is from the electricity used to inflate them and run the lights.

kw asked over 3 years agoIt is estimated to cost $150,000 per year including janitorial costs. The estimate cited represents an average cost, as some costs will vary based on use and facility age.
