Project Summary
The purpose of this application is to allow a stacked townhouse development on 52 Street and 7A Avenue in Tsawwassen. The following are key aspects of the proposal:
50 stacked townhouse units ranging from 1 to 4 bedrooms
Seven 3-storey buildings with a Floor Space Ratio (FSR) of 0.6
One 2-storey accessory building for storage and bicycle parking
75 residential parking spaces and 5 visitor parking spaces located on a surface level parking area
590 m² of common outdoor amenity space for residents

The proposal is consistent with the Mixed Residential (MR) designation under Delta's Official Community Plan 2024: Housing Our Future, which is intended for low density ground-oriented and ‘missing middle’ forms of housing focused on areas close to services and transit. Under new Provincial legislation, a Public Hearing must not be held for zoning bylaw amendments for residential development that is consistent with the OCP. All feedback collected from the public will be summarized for the applicant's consideration and response prior to Council's consideration of the application.

What We Heard
A public information meeting was held on Thursday, December 4, 2025 and an online survey was available until December 18, 2025. As part of the development review process, all feedback received is reviewed at several stages throughout the application process and summarized for the applicant to consider and provide a response. Below is a summary of the five main themes that we heard from the public feedback received to date:
Housing Need and Affordability:
The development would provide diverse and more attainable housing options in a growing community.
The stacked townhouse form is viewed as contributing to housing supply, particularly for younger households and families.
Neighbourhood Character and Compatibility:
Concerns were raised about compatibility with the surrounding single-family neighbourhood, including building height, massing, reduced setbacks, and limited transition between housing forms, with potential impacts on privacy, views, sunlight, and livability.
Traffic, Parking, and Road Safety:
Public comments highlight concerns about increased traffic congestion and parking demand, particularly along 52 Street and 7A Avenue during peak and school hours, as well as site access and internal circulation.
Environmental and Tree Impacts:
Residents expressed concern about the loss of mature and shared trees, reduction of green space, and the potential impacts on neighbourhood character, aesthetics, and environmental quality.
Infrastructure Capacity and Servicing:
Feedback raised questions regarding the capacity of existing infrastructure, including stormwater and sanitary systems.
Potential conflicts with BC Hydro rights-of-way and underground utilities, and whether necessary upgrades have been adequately addressed, were also highlighted.
