This application is to permit a six-storey, mixed-use building. The following are the key aspects of this proposal:

  • The proposed density and land use are consistent with the subject site's Mixed Use (North Delta) 2 (MU(ND)2) designation in the North Delta Area Plan.
  • The mixed-use building includes 785.8 m2 (8,458 ft2) of commercial floor space at grade and 90 one, two and three-bedroom dwelling units above. Twenty (20) of the apartment units would be adaptable units.
  • Residential parking would be provided in three levels below the building, along with dedicated space for bicycle parking.
  • 150 parking spaces are provided in the underground parking structure and at grade.
  • 114 bike parking spaces are provided on the mezzanine level and at grade.
  • Parking would be accessed from the lane to the west, which connects to 70 Avenue.
  • A 12 m (39 ft) x 12 m (39 ft) right-of-way would be dedicated to the future pump station on the northwest corner of the site.
  • The dedicated loading area and separate garbage staging area would also be accessed from the lane.
  • A 4.6 m (15 ft) wide statutory right-of-way at the south side of the site would be landscaped and include a 3 m (10 ft) wide pedestrian walkway.
  • A 269 m2 (2,895 ft2) landscaped outdoor amenity space is proposed for the second floor. The outdoor amenity space would be connected to a 91 m2 (981 ft2) indoor amenity space which would provide a kitchen, washrooms, and a separate barbeque space.
  • A 368.4 m2 (3,965 ft2) landscaped outdoor amenity space is provided on the rooftop.

The North Delta Area Plan was adopted in 2014 following an extensive public consultation and visioning process for North Delta. Additional details of the Plan and vision for the Scott Road Corridor are available under "Applicable Bylaws and City Documents". The application will also be considered with the recommendations in The Mayor’s Housing Task Force for Scott Road Recommendations Report, which was received by Council on October 26, 2020

In order to facilitate the proposed development, the following are required:

  • Rezoning from Service Station Commercial (C4) to a new Mixed Commercial-Multi-Unit Residential Zone which would be appropriate for the land use designation and location.
  • A Development Permit to address form and character in the Scott Road Corridor (SRC) development permit area.
  • Additional environmental remediation to allow for underground parking.

This application was presented to Council at the Regular Meeting on May 1, 2023, where the rezoning bylaw, Development Permit and Development Variance Permit were granted first, second and third readings. Once the applicant has completed the third reading condition, the bylaws will be presented to Council for final consideration and adoption.
