Council finally considered and adopted Zoning Amendment Bylaw No. 7967 and issued Development Variance Permit LU008981 and Development Permit LU008981 on March 8, 2021.

The purpose of this application is to permit construction of a 64-unit townhouse development. The following are the key aspects of the proposal:

  • Proposed density and land use are consistent with the subject site's Medium Density Ground-Oriented (MGR) designation in the North Delta Area Plan.
  • 64 townhouse units in 13 buildings, to be constructed in two phases.
  • 328 m(3,531 ft2) of common outdoor amenity space plus a two-storey 120.8 m (1,300 ft2) amenity building.
  • 128 residential parking spaces and 13 visitor parking spaces.
  • Driveway access from 72A Avenue.


The 72 Avenue Corridor is designated for future multi-unit townhouse development in the North Delta Area Plan. The North Delta Area Plan was adopted in 2014 following an extensive public consultation and visioning process for North Delta. Additional details of the Plan and vision for the 72 Avenue Corridor are available under "Applicable Bylaws and City Documents".


In order to facilitate the proposed development, the following are required:

  • Rezoning of the subject properties from Duplex/Single Detached Residential 3 (RD3) to Townhouse Residential 76 (RT76).
  • A development variance permit to permit the variances as outlined in the Notice of Public Hearing.
  • A development permit for the form and character of multi-unit residential development in the Community Corridor (CC) development permit area.
  • Consolidation of the 10 subject properties into a single parcel.
