City of Delta updates its five-year Financial Plan annually to ensure its finances are managed responsibly and reflect the priorities identified by Council and the community.

2024 PROPOSED PROPERTY TAX INCREASE BREAKDOWN

Delta Council has worked diligently with staff to develop a 2024 Draft Financial Plan which recognizes the current economic environment while maintaining exceptional City service levels and continuing the City’s commitment to increase recreation capital investment.

BUDGET ENVIRONMENT

Recognizing the impact of rising costs affecting residents, families, and businesses across Delta, Mayor and Delta Council have worked hard to ensure that the City achieves a disciplined Financial Plan that continues our commitment to investing in key priorities while maintaining a strong fiscal position.

Delta Council understands that everyone has been impacted by rising costs and inflation. In the current economic environment, the City is also dealing with inflationary pressures and other rising material and labour costs that are beyond our control. These increased prices have impacted Delta’s purchasing power and operating budget in the form of higher fuel, maintenance contracts, insurance, and utility costs. There has also been a significant increase to costs relating to E-Comm services, which support our emergency services, as well as recently signed Collective Agreements with increases aligned with rising inflation.

The City is continuously exploring responsible ways to streamline operational processes and find efficiencies in order to fund new work. As part of this process, prioritizing safety and building a level of flexibility into our budget will allow the City to respond to the changing economic pressures and community needs throughout the year.


2024 FINANCIAL PLAN BUDGET HIGHLIGHTS

In addition to maintaining exceptional City service levels, key projects and initiatives the City is excited to move forward with include:

  • Renewing Winskill Aquatic and Fitness Centre
  • Revitalizing the Ladner Waterfront
  • Building a 2nd Synthetic Turf Field at Mackie Park
  • Improving track facilities at Delta Secondary School and Seaquam Secondary School
  • Advancing the Cromie Park Master Plan
  • Upgrading Annieville Park
  • Creating the South Delta Secondary School Field Design
  • Preparing a Master Plan for John Oliver Park
  • Exploring a cover for the North Delta Recreation Centre Outdoor Pool
  • Streamlining development services to achieve provincial housing target
  • Increasing funding for Police and Fire
  • Advancing climate action initiatives with the installation of new EV charging stations, implementation of tree management strategies, and activation of extreme weather preparedness
  • Implementing cycling and sidewalk connections, traffic management, crosswalks, traffic signals/devices, and other safety improvements
