Project Update - November 2023:

We are excited to begin the implementation of the Pebble Hill Enclosed Off-Leash Dog Area Project.

Our Concept Plan (see below) has been approved by BC Hydro and we will be proceeding with construction starting late-November 2023. The project will feature 4’ high fencing, dual gate entries, surface upgrades, seating and landscaping within the existing off-leash dog area. This project also includes paving the existing mulch path that runs through the forest.

Please note that there will be limited access to the existing off-leash dog area during construction. Alternatively, dog owners can use nearby off-leash dog areas at: Beach Grove Park, Dennison Park, or Boundary Beach Park Reserve.

Installation Timeline: Starting late-November 2023

Anticipated Completion: Spring 2024

Our revised Concept Plan is currently under review by BC Hydro and we are waiting on final approval. Please see below a sneak peek of the revised Concept Plan*. This revised plan features two enclosed off-leash dog areas, surface upgrades, seating and landscaping.

Project Update - March 2023:

The proposed plans for the enclosed off-leash dog area at Pebble Hill Park have been reviewed by BC Hydro. BC Hydro is asking for minor revisions to our plans. The revisions requested from BC Hydro will not significantly impact the overall concept presented to the community in 2022 (see 2022 Concept Plan below).

The revised Concept Plan will be shared with the community once we have received final approval from BC Hydro.

We have engaged a civil and geotechnical engineer to develop a drainage design for the enclosed off-leash dog area. In April 2023, the engineers will be undertaking a geotechnical investigation in the dog off-leash area to test for percolation and soil types prior to this summer’s project to enclose the dog off-leash area. Our consultant, Kontur Geotechnical Consultants Inc., will be conducting the test. The test areas will be hand-dug with a shovel and hand-auger equipment, which should reduce construction noise levels. The percolation test holes will be approximately 12” x 12” to a depth of 18” to 24”. The soil test holes will be approximately 8” to a depth of 48”. All test holes will be backfilled the same day they are excavated.

We are working towards the goal of construction in Summer 2023.

In March 2021, the City of Delta invited residents to provide feedback regarding a proposed Pebble Hill Park off-leash enclosure and associated changes to the space.

Delta carefully reviewed the feedback and revised the plan for the proposed Pebble Hill Park off-leash enclosure to address the community's input received during the consultation.

In March and April 2022, Delta conducted the second stage of community consultation to provide the community with an opportunity to review and provide feedback on the revised plan.

Note: Proposed changes to the bike features in Pebble Hill Park were included in the initial community consultation in 2021. Delta received little response on the proposal to upgrade the bike features and their locations, therefore it was not included in the second stage of community consultation.
