Application Overview

The following are key aspects of the proposal:

  • One six-storey apartment building with a total of 143 seniors affordable rental units, including 131 adaptable units
  • A 767.5m2 community centre on the main floor
  • 2.20 Floor Space Ratio
  • Shared access for surface parking and underground parking via 54A Street with Phase 1 located north of the subject site
  • 72 residential parking spaces, 18 visitor parking spaces for the residents, 23 parking spaces for the community centre
  • 209.6m2 of common indoor amenity space and 1092.4m2 of common outdoor amenity space

This development proposal is consistent with the Official Community Plan Bylaw 8400, 2024 designation of Neighbourhood Centre and Corridors (NC), which is intended for multi-unit residential and mixed uses in neighbourhood centres and along major corridors. Under new Provincial leislation, a public hearing must not be held for zoning bylaw amendments for residential or mixed-use applications that are consistent with the OCP.

  • Rezoning from Comprehensive Development Zone 289 (CD289) to a new Comprehensive Development Zone
  • Development Permit for form and character in the Tsawwassen Neighbourhood Centre and Corridors (SD1-A) Development Permit Area
  • Development Variance Permit to vary "Delta Zoning Bylaw No.7600, 2017" by reducing the minimum number of parking spaces for apartment units from 143 spaces (1 space per unit) to 72 spaces (0.5 spaces per unit)

What We Heard:

A public feedback form was available until December 17, 2025.

As part of the development review process all public feedback received is reviewed at several stages throughout the application process and summarized for the applicant to consider and provide a response. Below is a summary of the five main themes that we have heard from public feedback received to date:

  1. Proposed Use
    • Support for the proposed affordable senior rental housing.
  1. Parking
    • Concerns there's might not be enough parking for visitors and staff.
    • Concerns about impacts to street parking resulting from insufficient parking on-site.
  1. Building Scale
    • Concerns about proposed height and density.
  1. Communication
    • Request for the applicant to communicate with the surrounding residents about the progress during construction stage.
  1. Community Centre
    • Concerns that the proposed community centre may be too small for public use.
    • Request to see additional details regarding the interior design of the community centre.
