The City of Delta has received a revised application for the properties at 5360 12 Avenue and 1146, 1156 and 1170 53A Street. The purpose of the revised application is to permit a six-storey mixed-use building with ground floor commercial units and 67 residential apartment units.

The original application was submitted January 5, 2024 and underwent a public consultation process in the summer of 2024. The applicant has since revised the application with key changes, as follows:

  • increase storey height from five to six storeys and building height from 17.3 m to 20.9 m
  • increase number of residential units from 65 units to 67 units and eliminate 13 lock-off suites
  • increase the floor space ratio from 0.98 to 1.33

Revised Application Overview:

This application is for a mixed-use building with ground-floor commercial units and 67 residential apartment units. The following are key aspects of the revised proposal:


  • 926 m² of commercial floor area at-grade and 10,633 m² of residential floor area at-grade and above
  • 67 residential apartment units including a mix of 1–, 2–, 3–, and 4–bedroom units
  • 6 storeys and maximum building height of 20.9 m plus 3 levels of underground parking
  • 156 vehicle parking spaces including 107 resident spaces and 42 commercial spaces
  • 7 visitor spaces (shared with the 42 commercial spaces)
  • 80 bicycle parking spaces including 5 commercial, 70 residential and 5 residential visitor spaces
  • Vehicular access to the underground parking area from 53A Street and to at-grade parking from 12 Avenue
  • Pedestrian access from 12 Avenue and 53A Street
  • 2,899 m² (43.2 m² per unit) of private common outdoor residential amenity area
  • 72 m² (1.1 m² per unit) of private common indoor residential amenity area

The proposal is consistent with the Neighbourhood Centres & Corridors (NC) land use designation in "Official Community Plan Bylaw No. 8400, 2024".

This development proposal includes applications for:

  • Rezoning from C.D. 286 and Single Detached Residential 1 (RS1) to a new site specific Comprehensive Development Zone No. 46 (CDZ46) under "Delta Bylaw No. 7600, 2017".
  • Tsawwassen Town Centre (SD1-A) Development Permit for form and character of mixed-use development in the Tsawwassen Town Centre (SD1-A) Development Permit Area.
  • Subdivision and consolidation of four lots into a single development parcel.
