The proposed six-storey building includes commercial units and parking at the ground level, parking on the second level, and four levels of residential units. The following are key aspects of the proposal:

  • 1,398 m2 of commercial space fronting onto Bridge Street, Elliott Street and Trenant Street;
  • 128 apartment units including: 4 studio, 29 one-bedroom, 83 two-bedroom and 12 three-bedroom units;
  • 6 storeys and a maximum building height of 22.5 m;
  • 218 indoor vehicle parking spaces accessed from Trenant Lane;
  • 141 bicycle parking spaces;
  • 1 loading space;
  • 257 m2 of common indoor amenity space; and
  • 941 m2 of common outdoor amenity space located in a courtyard on the third level.

This proposal is consistent with the Official Community Plan. The proposal includes applications for:

  • Rezoning from Service Commercial 2 (CS2) to Comprehensive Development Zone No. 25 (CDZ25);
  • A Ladner Village Core (LVC) Development Permit;
  • Road Closure and Cancellation, and Land Exchange, which would entail closing a lane that runs parallel to Elliott Street between Bridge Street and Trenant Street. Trenant Lane, which runs parallel to Delta Street between Bridge Street and Trenant Street, would remain open and provide access to the subject property and to adjacent properties fronting Delta Street; and
  • Consolidation of four properties and a lane into a single parcel.

This application was presented to Council at the Regular Meeting on April 17, 2023, where the rezoning and road closure bylaws were granted first, second and third reading. The applicant completed the third reading conditions and the bylaws were finally considered and adopted by Council on December 11, 2023.
