The purpose of this application is to subdivide a portion of 5847 12 Avenue and consolidate it with 5766 16 Avenue in order to construct a 20-unit townhouse project on the development site. The remainder of the property would continue to be a part of the Beach Grove Golf Course.
The following are the key aspects of the proposal:
- Construction of 20 townhouse units in three 3-storey townhouse buildings.
- Three bedroom units ranging from 217.6 m² (2,342 ft²) to 278.6 m² (2,999 ft²) in size;
- Private and common outdoor amenity spaces;
- Two-car garages for each unit as well as six visitor parking stalls; and
- Two new accesses on 16 Avenue.
In order to facilitate the proposed development, the following are required for the portion of the subject properties that would accommodate the proposed townhouse development:
- Amendment to the Regional Growth Strategy by changing the regional land use designation from Conservation and Recreation to General Urban.
- Amendments to the Official Community Plan as follows:
- change the land use designation in the Regional Context Statement Map in Schedule A from Conservation and Recreation to General Urban;
- change the land use designation in Schedule A from Private Recreational Areas (PR) to Multi-Unit Residential (MR); and
- change the land use designation in the Tsawwassen Future Land Use Plan in Schedule D.1 from Parks and Recreation Areas (P) to Residential Ground-Oriented (RG).
- Rezoning from Private Recreation (C5) to Townhouse Residential 40 (RT40).
- Development Variance Permit to vary the below listed provisions in the following bylaws:
- “Delta Zoning Bylaw No. 7600, 2017”:
- Section 2.1.1 by varying the definition of front lot line for a corner lot from the frontage with the shortest dimension (Gillespie Road) to the frontage with the longer dimension (16 Avenue);
- Section 13.20.7 by varying the maximum number of storeys from 2.5 to 3 plus projecting stairwells; and
- Section 13.20.7 by varying the maximum height to the top of a flat roof from 8 m (26 ft) to 10.8 m (35 ft) to the roof, 11.5 m (38 ft) to the railing and 12.8 m (42 ft) to the projecting stairwells.
- “Delta Subdivision and Development Standards Bylaw No. 7162, 2015”
- Section 7.12 of Schedule A to allow a driveway on a corner lot that abuts roads of different classifications to be located on the road with a lower classification (Gillespie Road).
- “Delta Zoning Bylaw No. 7600, 2017”:
- Subdivide a portion of 5847 12 Avenue and consolidate with 5766 16 Avenue to form one development site.
