This application is associated with an existing application for a 60-unit townhouse development that was given third reading by Council on June 27, 2017.


Application Update

An updated Agricultural Land Reserve (ALR) Exclusion application is proposed to exclude 1.82 hectares from the properties at 4800 and 5133 Springs Boulevard from the ALR. This application was considered at the Public Hearing on December 4, 2023. At the Meeting Following the Public Hearing, Council gave third reading to the bylaws and referred the ALR Exclusion application to the Agricultural Land Commission noting support for the proposal.

Application Overview

The following are the key aspects of the proposal:

  • 60-unit townhouse development proposed on the area shown as Lot 1 on the Aerial Photo (portions of the properties at 4800 and 5133 Springs Boulevard);
  • Remainder of the property at 4800 Springs Boulevard to be used for golf course, outdoor amenity space and irrigation pump house (areas shown as REM Lot “A” on Aerial Photo); and
  • The rest of the property at 5133 Springs Boulevard would continue to be used for the golf course.

The proposal includes applications for:

1. Official Community Plan (OCP) Amendment

  • To change the land use designation of the property at 4800 Springs Boulevard in Schedule A from Private Recreational Areas (PR) to Tsawwassen Golf and Country Club (TGCC);
  • To change the land use designation of the property at 4800 Springs Boulevard in the Tsawwassen Future Land Use Plan in Schedule D.1 from Major Parks and Recreational Areas (P) to Tsawwassen Golf and Country Club (TGCC);
  • To add townhouse to the list of permitted uses in the definition for the Tsawwassen Golf and Country Club (TGCC) land use designation;
  • To change the Regional Context Statement Map in Schedule A by changing the land use designation for proposed Lot 1 from Agriculture to General Urban; and
  • To amend Map IIB in Schedule E by adding the property at 4800 Springs Boulevard to the SD4 Tsawwassen Golf and Country Club Development Permit Area to address building form and character.

2. Rezoning

  • To rezone a portion of the property at 4800 Springs Boulevard from Private Recreation (C5) to Comprehensive Development Zone No. 360-5 (C.D. 360-5);
  • To rezone the remaining portion of the property at 4800 Springs Boulevard to Comprehensive Development Zone No. 360-1 (C.D. 360-1); and
  • To rezone a portion of the property at 5133 Springs Boulevard from Comprehensive Development Zone No. 360-1 (C.D. 360-1) to Comprehensive Development Zone No. 360-5 (C.D. 360-5).

3. Sewer Area Extension

  • To extend Delta’s sewer area to include a portion of the property at 4800 Springs Boulevard and a portion of the property at 5133 Springs Boulevard.

4. Road Closure and Cancellation

  • To close the remnant portion of 16 Avenue, which would be sold to the owner of the subject properties.

5. Development Variance Permit LU007923

  • To vary Section 901.4 in “Delta Zoning Bylaw No. 2750, 1977” in order to reduce the required parking provision for racquet sports and tennis courts from three parking spaces per court (six parking space) to one parking space per court (2 parking spaces); and
  • Part 7, Section 7.17(d) of Schedule A of “Delta Subdivision and Development Standards Bylaw No. 7162, 2015” in order to reduce the minimum required width of private roads within the proposed townhouse site from 7 m to 6 m.

6. Development Permit LU007923

  • SD2 English Bluff (Tsawwassen Escarpment) Development Permit for construction under hazardous slope conditions;
  • Streamside Protection and Enhancement Area (SPEA) Development Permit for watercourse protection and compliance with environmental regulations; and
  • SD4 Tsawwassen Golf and Country Club Development Permit to address the form and character of the proposed townhouse development.

7. Subdivision

  • To subdivide the subject site into two lots; Lot 1, which would be the site of the proposed townhouse development, and Remainder Lot “A” Plan 75893, which would be integrated into the golf course.

8. Agricultural Land Reserve (ALR) Exclusion

  • To exclude a total of 1.82 hectares from the properties at 4800 Springs Boulevard and 5133 Springs Boulevard from the ALR. The excluded area would be used for the 60-unit townhouse development, an outdoor amenity space, an irrigation pump house and an emergency access turn around bulb for the proposed townhouse development.

9. Agricultural Land Reserve (ALR) Non-Farm Use

  • To allow the 0.82 hectare south east portion of the property at 4800 Springs Boulevard to be used for golf course purposes. This application has received conditional approval from the Agricultural Land Commission.

10. Metro Vancouver Regional Growth Strategy Amendment

  • To change the regional land use designation for proposed Lot 1, from Agriculture to General Urban.
