Project Update (November 2024):

The City of Delta, in collaboration with the Ladner Minor Baseball Association (LMBA), is working to enhance amenities at Cromie Park through the development of an indoor training facility.

The indoor facility replaces the open batting cages and will be approximately 10,175 square feet, featuring six retractable batting areas, a 9,000 square foot synthetic turf surface, two interior washrooms, a meeting room, and storage area.

Construction is well underway and we expect the facility will be completed by spring 2025.

There is an intention to change the exterior colour scheme of the building from what was initially planned. This change intends to address glare from the originally proposed metal siding, incorporate the LMBA team colours, and adopt a “red barn” colouring to reflect the community’s farming roots. Project Location

The location for the Ladner Minor Baseball Association (LMBA) Indoor Training Facility is Cromie Park. The training facility will be situated at the southern edge of the park, in between the existing baseball diamond and the current all-weather field, which is intended to be converted into a third diamond in 2025.

Project Scope

The lease agreement was approved by Delta Council at the March 11, 2024 Regular Meeting. The scope of this project includes the following components:

A 14,600 square foot facility with:

  • A 9,000 square foot turf surface
  • 6 retractable batting cages
  • A large meeting room
  • 4 exterior public washrooms
  • concession space
  • storage area
  • Landscaping of adjacent areas
  • Sewer, water, telecommunications and electrical service connections to the building

Design Services and Responsibilities

The design services included the required design professionals and certifications necessary to complete the project scope. These includes, but are not limited to, architectural, engineering and environmental services. LMBA contracted the required design services and is responsible for securing all required permits and ensure the described obligations are fulfilled.

The City assigned a liaison to represent its interest during the design and construction phases in accordance with the approved plans and construction documents.

Project Financing

The City of Delta will provide $2,500,000 in funding alongside the $1,200,000 contributed by the Ladner Minor Baseball Association. Delta will not be responsible for providing further funds or paying any additional costs should the total project estimate of $3,700,000 be exceeded. Terms of Contribution Agreement as approved by Delta Council at the March 11, 2024 Regular Meeting.

The cost estimates are to cover the full range of the work as described in the project scope.

There are to be no financial liens, mortgages or charges leveled against the building or lands to fund the construction of the project. Each party is financially responsible for the cost of the respective project components as shown below:

Contracting Responsibility

LMBA entered into contracts for the construction of the project. As the contracting party, they will be responsible for any cost overruns.

Any liens registered by any contractor or subcontractor shall be immediately discharged, as permitted under the builders lien act.

Terms of Construction & Lease Agreement as approved by Delta Council at the March 11, 2024 Regular Meeting.

Ownership

All buildings and improvements will be owned by Delta at the completion of the construction. A lease will be granted to LMBA who will be responsible for the maintenance and operation of the facility’s interior. The City will retain responsibility for maintenance of the facility’s exterior.

Facility Use

LMBA will be responsible for booking the facility for use by other Delta based sport and community groups. LMBA will have the sole discretion to allocate and book the facility, while Delta will have access to any remaining hours that may be available at no cost to Delta. LMBA will be entitled to collect all revenue associated with its operation of facility and Delta will retain revenues related to its use of the facility.

Term

20 years (two ten year terms)

Lease Fee

Ten dollars per year.

Insurance & Liability

LMBA puchased and to maintain Comprehensive General Liability Insurance and Tenants contents insurance.

Operating & Maintenance

LMBA will be responsible for utilities, cleaning and repairs of the facility interior.

Delta will be responsible for the maintenance of the landscaping and surrounding grounds within Cromie Park, as well as maintaining the facility’s exterior.
