October 16, 2025 - Access to the Tsawwassen Town Centre Mall via Mall Access Road is blocked for paving and sewer works. For access to the Tsawwassen Shopping Centre, right turns are permitted into and out of the parking lot at Mall Access Road, left turns are not. Full access to both the Mall and Centre is available from 12 Avenue.


About the Project

The City of Delta will be installing a new PVC sanitary main along 56 Street from 16 Avenue to View Crescent, along View Crescent, and back along 56 Street from View Crescent to 12 Avenue. The work is scheduled to begin in February 2025 with an estimated completion date by end of October 2025. The new sewer main has been designed to accommodate future growth in Tsawwassen.

We understand the challenges that replacing large infrastructure can have on the community with noise, traffic and service impacts. In designing the new sewer main the City ensured that the pipe would have an extended service life and also account for long term community growth. As such, this project is included in the Development Cost Charge program to ensure costs attributed to growth are paid for through development levies.

The new pipe being installed will be a 675 mm diameter PVC sewer main that will have approximately three times the capacity of the current sewer and be able to meet the future needs of Tsawwassen, which is forecast to have growth of an additional 4,800 new homes by 2051 as noted in the OCP.

Traffic

  1. 56 Street Sanitary Upgrades (16 Avenue to 12 Avenue)
    • The 24-hour southbound lane reduction to a single lane along 56 Street will remain in place. The northbound lane will be reduced to a single lane during the construction period. Construction noise and some vibrations can be expected during this period.
  2. 56 Street Sanitary Upgrades (18 Avenue South)
    • During construction, 56 Street from 19 Avenue to 16 Avenue will be reduced to a single lane. The west side of the 56 Street and 18 Avenue intersection will also remain closed during this period.

Impact to Residents

Access for residents and businesses will be maintained at all times. With work of this nature, some inconvenience will be unavoidable. We ask for your patience and cooperation during construction.

Archaeology

Some sections of the new sanitary main alignment are within a known archaeological site. Construction may progress at a reduced rate to ensure the requirements set by the BC Archaeology Branch and the First Nations are being properly followed. Archaeologists and First Nations representatives will be present on-site to monitor, investigate, and inspect the sanitary main installation.

    56 Street in Tsawwassen has been the focus of several upgrades in recent months. This update outlines the main projects and provides residents with information on what to expect as the work continues.

    1. 56 Street Sanitary Upgrades (18 Avenue to 16 Avenue)

    Crews have started replacing the existing sewer south along 56 Street from 18 Avenue. The work will be carried out using a trenchless method at night and is expected to be completed by mid-October. During construction, 56 Street from 19 Avenue to 16 Avenue will be reduced to a single lane. The west side of the 56 Street and 18 Avenue intersection will also remain closed during this period. Construction noise and vibrations are expected while work continues.

    2. 56 Street Sanitary Upgrades (16 Avenue to 12 Avenue)

    Crews are working 24 hours a day to replace the existing sanitary main along 56 Street and View Crescent. Construction along View Crescent will be undertaken during the day and is expected to be completed by mid-October. Construction at 12 Avenue is expected to begin mid-October. Crews will work day and night with the goal of completing the project by the end of October.

    Traffic will be reduced to single lane in each direction along 56 St during construction. Noise and some vibrations can be expected during this period.

    3. 56 Street Multi-Use Pathway (6 Avenue to 8A Avenue)

    Crews are completing the underground electrical work and placing the base material for the multi-use pathway. Periodic northbound lane reductions can be expected along 56 Street during the construction period. Signage is in place to guide pedestrians to use the existing sidewalk along the west side of 56 Street. The project is on schedule and expected to be completed by November 2025.

    The multi-use pathway is also being extended along 8A Street and 55A Street. These works will have no impact on 56 Street.

    4. 56 Street Repaving (16 Avenue to 12 Avenue)

    The full road repaving of 56 Street from 16 Avenue to 12 Avenue is scheduled for spring of 2026, allowing the trench for the newly installed utility to settle before completing the final paving. View Crescent will also be repaved as part of the 56 Street repaving.

    5. 56 Street Fibre Optics

    To improve digital services, public wi-fi, and traffic management, fibre optic cables will be installed on 56 Street (east side from 19 Avenue to 10 Avenue) and 12 Avenue (south side from 56 Street to 53a Street) connecting the future Winskill Fitness & Aquatic Centre, the nearby Field House, Tsawwassen Arts Centre, Fire Hall Number Two, and numerous intersections.

    Installation will begin following the conclusion of the sanitary upgrade project and is expected to take between four to six weeks. The work involves minimally invasive directional drilling, will take place at night, and will require some single traffic lane closures.
