Tree Protection Pilot Program

Update
The City is now seeking feedback on the proposed Sunshine Hills Tree Protection pilot program. Between March 24 and April 15, property owners in the Sunshine Hills, Cougar Canyon, and Scottsdale neighbourhoods are invited to complete a survey on proposed bylaw amendments, informed by findings from an earlier survey conducted this year. This is the final opportunity to confirm whether property owners support implementing the pilot program in their neighbourhood.
The proposed amendments include:
- Redefining a “large diameter” tree as 50 cm or greater
- Removing the current allowance to remove one tree within a 24-month period without an arborist report
- Introducing a “Significant Tree” definition with a higher threshold for removal and associated fees
How to Participate
Property owners in Sunshine Hills, Cougar Canyon and Scottsdale will receive a postcard this week with a unique survey access code linked to their property. Please allow until March 27 for delivery. If you do not receive your postcard by March 27, or need help accessing or completing the survey, email treeprotection@delta.ca. There is one survey response per property and feedback closes April 15.
Residents outside of the participating neighbourhoods can share comments through the comment form located on the bottom of this page.

Open House
Join us for a drop-in open house to learn about the proposed pilot program and ask questions before you complete your form.

Explore real-world scenarios and walk through how the proposed tree protection measures may apply to a property. Sessions run every 30 minutes with space for up to five participants. Sign up upon arrival at the open house.
How Were Neighbourhoods Selected for Phase Two?
Neighbourhoods invited to participate in the Phase One survey are shown on the map below. The map illustrates both survey response rates and levels of support for the program. Neighbourhoods with 20% or more participation and 75% or more support for a neighbourhood-wide program were selected to participate in the Phase Two survey.

What Happens Next
Feedback from this phase will help staff finalize recommendations to Delta Council on proposed bylaw amendments and implementation of the pilot program.
Background
In response to concerns about mature tree loss in the Sunshine Hills area, Council directed staff to explore a Neighbourhood Tree Protection Pilot Program. After reviewing available municipal tools, 2,693 property owners in the Sunshine Hills area were invited to share feedback on potential tree protection measures and interest in participating in the program through an online survey. A total of 564 property owners participated. Based on the input gathered, staff drafted bylaw amendments as part of the creation of the Tree Protection Pilot Program. At the March 9 Regular Meeting, Council directed staff to proceed with Phase Two of engagement to confirm interest in participating in the Pilot Program as proposed.
